PURPOSE:
Collectively, the City of Greensboro, City of High Point and Guilford County have been awarded Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2014 funding totaling $217,853.  In accordance with Department of Justice funding requirements Council is required to offer public input prior to their consideration to approve proposed grant fund allocations and a Memorandum of Understanding between the participating jurisdictions.  On May 20, 2014, the Greensboro City Council adopted a resolution calling a public hearing for June 3, 2014 to consider authorizing grant application and execution of a Memorandum of Understanding for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2014.
 
 
BACKGROUND:
Edward Byrne Memorial Justice Assistance Grant (JAG) Program awards are formula-based, non-competitive federal criminal justice funds which do not require a match. JAG allocations are based on violent crime and population and the local unit of government award allocations are based on their proportion of the state's 3-year violent crime average. The Greensboro Police Department will serve as the lead/fiscal agency for the FY 14 JAG for the award period of October 1, 2013 through September 30, 2017.
 
This grant is a disparate allocation between the Greensboro Police Department, High Point Police Department and Guilford County Sherriff's Department. A disparate allocation occurs when a city or municipality is allocated more funds than the county, while the county bears more than 50 percent of the costs associated with prosecution or incarceration of the municipality's Part 1 violent crimes. These agencies have agreed the City of Greensboro $116,639; City of High Point $45,783; and Guilford County $55,431. An application process is required to approve the proposed use of funds.  The attached Administrative Grant Application Approval Request Form is required by City policy. The form provides details on the planned use of these grant funds, and the City Manager's recommendation for Council's consideration.  The Police Department plans to use the funds for various technology upgrades.  Details on the Greensboro Police Department's planned use of the grant funds are provided in the attached Grant Application.
 
 
BUDGET IMPACT: This is a reimbursable grant; no match required. Any expenses exceeding the JAG funding will be absorbed by each agency's budget. If approved and awarded as proposed, the Greensboro Police Department will leverage $116,639 in federal funds.
 
 
RECOMMENDATION / ACTION REQUESTED:
Upon conclusion of the public hearing, City Council is requested to adopt the attached resolution and Memorandum of Understanding authorizing the Police Department to apply for and the City of Greensboro to execute the agreement for the appropriation of the 2014 Justice Assistance Grant in the amount of $217,853.
