PURPOSE:
The Greensboro Fire Department seeks approval to accept a donation in the amount of $175,000 from Colonial Pipeline Company to construct a storage building to house all Flammable Liquids Firefighting Equipment. The storage building will be constructed on City-owned property at Fire Station #19, 6900 Downwind Road. This location was chosen due to the close proximity of the Greensboro Fuel Storage Farms. City Council approval is required to accept the donation.

BACKGROUND:
The Greensboro Fire Department protects the largest above ground refined fuel storage in the United States.  Colonial Pipeline Company is the largest transporter of refined fuel in the United States. The Greensboro Fuel Farm and pipelines serve the entire East Coast of the United States with fuel products. The fuel facilities in the area are considered Critical Infrastructure by the Department of Homeland Security.

Following the June 13, 2010 tank fire at Colonial Pipeline, a task force assembled to review the actions of Colonial Pipeline and the Greensboro Fire Department made several recommendations for response to tank fire incidents.  One of the recommendations offered was to maintain all flammable liquids firefighting equipment in one central location within close proximity of the tank farm. The Greensboro Fire Department has worked closely with Colonial Pipeline for many years. Construction of this storage facility will place all necessary flammable liquids firefighting equipment in one location, as recommended by the task force.

BUDGET IMPACT:
There is no negative impact on the Departmental Operating Budget due to funds donated being utilized for construction. It is anticipated that there will be approximately $15,000 in excess funds remaining after construction of the proposed building. The Memorandum of Agreement shall state that excess funds may be used for the purpose of purchasing additional foam firefighting equipment, resulting in a positive budget impact.

RECOMMENDATION / ACTION REQUESTED:
The Greensboro Fire Department recommends that City Council approve the request to accept the donation from Colonial Pipeline for the purpose of constructing a storage building.
