PURPOSE:
The City of Greensboro Metropolitan Planning Organization (through the City) received a grant award from the Federal Transit Administration (FTA) and North Carolina Department of Transportation (NCDOT) in the amount of $158,400 ($140,800 Federal; $17,600 State) to support on-going short range service planning activities for the Greensboro Transit Authority (GTA). A resolution must be adopted to authorize the City Manager to execute this contract.
BACKGROUND:
The Greensboro Urban Area Metropolitan Planning Organization (GUAMPO) adopted a resolution authorizing GTA’s FY2018-2019 Program of Projects, including the FY2019 FTA Section 5303 Planning Assistance, on June 20, 2018. This grant allows the City (through the Public Transportation Division) to commission a planning study for implementation of the Mobility Greensboro 2040 long range public transportation plan and an assessment of the Higher Education Area Transit (HEAT) service that will focus on the effectiveness and efficiency of the service. The grant also supports one full-time Transit Services Planner position for the City of Greensboro Department of Transportation and partial costs for one full-time Transit Services Planner for the City of Greensboro Public Transportation Division.
BUDGET IMPACT:
The City will be required to provide matching funds in the amount of $17,600. These funds are budgeted in the Transit Operations Account Number 564-4531-01.

RECOMMENDATION / ACTION REQUESTED:
The Department of Transportation recommends and requests that the City Council approve the attached resolution authorizing the City of Greensboro to enter into an agreement with the North Carolina Department of Transportation for the FY 2019 FTA Section 5303 Planning Assistance Grant.
