PURPOSE:
The Greensboro Fire Department has received a reimbursement grant from the North Carolina Division of Emergency Management and the United States Department of Homeland Security (DHS) in the amount of $27,400.00 for equipment and training to support our hazardous materials emergency response team.

BACKGROUND:
The State of North Carolina is served by seven (7) state recognized hazardous materials response teams. In each region of the state, designated fire departments provide emergency responses to their own jurisdiction and contract to provide response into their assigned geographical region or state-wide emergency response.  In return for each fire department providing an efficient regional response system for these type emergencies, DHS federal funds are allocated to each team through the NC Division of Emergency Management.  Greensboro services a response area that encompasses the Piedmont Triad region.  Greensboro City Council has already approved the hazardous materials contract with state government.

These funds provide reimbursement to the City of Greensboro for specialized equipment for the hazardous materials team members.  Residents and businesses in Greensboro benefit from the additional equipment as it helps better prepare Greensboro firefighters to deliver exceptional service.  The region and state also benefit from the expertise of our firefighters and efficient service delivery.

BUDGET IMPACT:
This requested action will have no adverse impact on the City of Greensboro budget.  Without the grant funds, the Greensboro budget would be responsible for the training and equipment that this grant provides

RECOMMENDATION / ACTION REQUESTED:
It is recommended that the City Council adopt the attached budget ordinance establishing funding in the amount of $27,400.00 for the 2014 reimbursement grant from the North Carolina Department of Crime Control and Public Safety - Division of Emergency Management and the United States Department of Homeland Security.
