PURPOSE:

In order to commence construction phase services using the Construction Manager at Risk (CMAR) project delivery method for the Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project, City Council approval of a change order with HDR Constructors, Inc., the Construction Manager, is requested. As part of the preconstruction phase services, HDR Constructors, Inc., developed a Guaranteed Maximum Price (GMP) for the construction of the proposed improvements in the amount of $18,659,134.

 

BACKGROUND:

Contract 2011-066B with HDR Constructors in the amount of $393,396 was approved by City Council on November 3, 2014. The Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project provides for filter and basin rehabilitation improvements at the Townsend Water Treatment Plant using the CMAR project delivery method.  The construction project will focus on replacing the filter surface sweeps with an air scour system, repair the filter back wash troughs and replace the dual media in the nine treatment filters. Treatment filter operation automation improvements will be constructed as well and rehabilitation of the treatment plants three sedimentation basins will also be performed. Finally, a new building for lime slurry and PAC chemical systems will be built.

 

The Water Resources Department requested approval for CMAR Services for the Project.  The CMAR project delivery method was selected to provide an opportunity to engage the construction contractor during the design phase, who in turn, can provide value engineering and construction insight on complex portions of the proposed work. The current construction schedule calls for the Notice to Proceed to occur on April 15, 2017 with a construction time duration of 720 days. 

 

This project will provide M/WBE participation through five Mentor/Protégé packages that will enhance the potential for future MWBE participation on similar projects. One Mentor Protégé package covers plumbing upgrades, two cover chemical piping system improvements installations including interior piping and exterior piping, the forth one covers HVAC systems and the fifth one covers hardscape. Additional MWBE participation will occur in some of the minor work packages. The M/WBE utilization for the Construction phase services are 8.04% MBE and 12.33% WBE.

 

BUDGET IMPACT:

Funding in the amount of $18,659,134 is budgeted in the Water Resources Capital Improvements Fund Bond Fund account 515-7025-01.6019. This funding will be made available by issuing additional bond anticipation notes that were previously established in the 2014 Series Fund.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends approval of a Change Order to Contract Number 2011-066B with HDR Constructors, Inc., the Construction Manager for the Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project, in the amount of $18,659,134.
