PURPOSE:
Kimley-Horn, Inc., is being requested to provide additional engineering design services for the replacement of the water main along the Holts Chapel Road and Lowdermilk Street Roadway Improvements and Sidewalks project. City Council approval of a change order to the professional services contract with Kimley-Horn in the amount of $23,039.50 is requested.
BACKGROUND:
On August 6, 2012, City Council approved award of a design contract to Kimley-Horn for $365,000. Contract 2012-0780 was endorsed and encumbered in the amount of $354,630.35. The NCDOT is reimbursing the City 80% of the design cost for the roadway and sidewalk design. The roadway and design contract is approximately 80% complete. The contract extension is required to add design work for the replacement of a water main that was not previously identified for replacement. This is an unanticipated cost.
This design project is for the construction of 16,030 feet (3+ miles) of sidewalks along Holts Chapel Road and Lowdermilk Street. A significant portion of the contract includes adding curb and gutter to support the construction of the sidewalk. On July 19, 2011, City Council approved a municipal agreement between the City of Greensboro and NCDOT for up to $440,000 for the design of this sidewalk with Federal STP-DA funds covering 80% ($352,000) of the design and 20% ($88,000) of the design being covered by the City of Greensboro's 2008 Transportation Bond funds.
During subsurface exploration and surveying research for their design of the roadway and sidewalk project, City engineers determined that the water main along Lowdermilk should be replaced and upgraded during the re-construction of the roadway. The existing main is undersized and has passed its recommended lifespan. The cost of this upgrade to the water main is not reimbursable by the NCDOT and will be funded entirely by the Water Resources Department.
BUDGET IMPACT:
The design contract change order will be funded by the Water Resources Capital Project Fund account 503-7023-01.5410 in the amount of $23,039.50.
RECOMMENDATION / ACTION REQUESTED:
The Engineering & Inspections Department recommends approval of the contract change order for the Holts Chapel Road and Lowdermilk Street design contract 2012-0780 in the amount of $23,039.50.
