PURPOSE:
The Property Management section of the Engineering & Inspections department received approval from City Council on March 5, 2013 to sell portions of four parcels owned by the City of Greensboro to NCDOT for the construction of the Outer Loop. NCDOT has made design changes to the Outer Loop resulting in a revision to their offer. City Council approval is requested to rescind the authorization of the sale from March 5, 2013 and proceed with the sale of the property for the revised amount of $418,700.
BACKGROUND:
On March 5, 2013 City Council approved the sale of portions of four parcels owned by the City of Greensboro to NCDOT be used in the construction of the Urban Loop project in the amount of $417,450.00 (resolution 64-13). The properties are located at 4453 Old Battleground Road (parcel 0080322), 3846 Battleground Avenue (parcel 0080317), 3920-YY Cotswold Avenue (parcel 0081197) and 4453 YY- Old Battleground Road (parcel 0080319).
NCDOT has made revisions to the Urban Loop design and reduced their need for right-of-way from 20.886 acres to 20.821 acres, and added a permanent drainage easement containing 0.127 acres or 5,532 sq. ft. McCracken and Associates appraised the revised property at a value of $418,700.00 for an increase of $1,250.00 above the previous approval of $417,450.00.
Three of the parcels are in the Land Development Ordinance zoning district PNR (Parkland and Natural Resource). These three parcels are in the flood plain and approximately 50% of them are within the floodway. The property located at 3920-YY Cotswold Avenue is zoned CD-C-M (Conditional District-Commercial Medium).
BUDGET IMPACT:
The proceeds of this sale will be deposited in the General Fund account 101-0000-00.8616, Sale of Real Estate.
RECOMMENDATION / ACTION REQUESTED:
The Property Management section of the Engineering & Inspection department recommends that City Council rescind resolution 64-13 for previous amount of $417,450.00 and recommends that City Council approve and authorize this sale of City property to NCDOT for the revised amount of $418,700.00.
