PURPOSE:
The City of Greensboro has entered into a mutual assistance agreement with the City of Cleveland to provide vitally needed temporary security and law enforcement services and equipment for the upcoming 2016 Republican National Convention to be held in Cleveland, Ohio the week of July 18, 2016. It is estimated that services and equipment provided will cost approximately $175,000. The City of Cleveland will reimburse the City of Greensboro for both personnel and equipment provided during the Convention. A budget ordinance is required to amend the General Fund in the estimated amount of $175,000 such that appropriate funding is available for expenditures pending reimbursement.
BACKGROUND:
On March 14, 2016, City Council adopted Resolution #068-16 which authorized the execution of a mutual assistance agreement between the City of Cleveland and the City of Greensboro to provide vitally needed temporary security and law enforcement services and equipment for the upcoming 2016 Republican National Convention to be held the week of July 18, 2016. This event is extremely important to the national political process, and due to the nature of the event, the US Secret Service designates it as a “National Security Special Event”. The City of Cleveland Division of Police requests assistance from the Greensboro Police Department, among other police departments throughout the country, in meeting security and law enforcement needs during this period. The City of Cleveland Division of Police has received a United States Bureau of Justice Assistance grant (JAG) to cover security and law enforcement costs associated with the Convention.
Resolution #068-16 outlined the terms governing the assistance to be provided by the City of Greensboro and the legal authority to permit the contract. It also identified the numbers and types of personnel and equipment required for this event, the schedule of work required by Greensboro personnel, rates of compensation to the City for personnel services and equipment, a designated command structure and terms of insurance coverage for our officers. The Greensboro Police Department intends to provide approximately 52 officers and 2 vehicles for the Convention at an estimated cost of $175,000 to the City which will be reimbursed by the City of Cleveland.
BUDGET IMPACT:
The contract will reimburse the City for expenses incurred by the Greensboro Police Department up to the amount of $175,000. The expenses incurred and revenue received from the event will be housed in 101-9510-17, which was created by Finance to record such transactions.
RECOMMENDATION / ACTION REQUESTED:
It is requested that the City Council adopt the attached ordinance amending the FY 15-16 General Fund to appropriate additional funding for Greensboro Police Department’s Expenditures pertaining to the mutual assistance agreement with The City of Cleveland Division of Police for 2016 RNC Assistance.
