PURPOSE:
The City desires to enter into a forty-year license agreement with Guilford County for space at the new Greensboro Reedy Fork Fire Station #59. In accordance with North Carolina State Statutes, inter-governmental agreements require authorization by their governing body boards.  Guilford County authorized the agreement on June 5, 2014. City Council authorization is requested.
 
BACKGROUND:
The Greensboro Fire Department and Guilford County Emergency Services (GCES) collaboratively developed a shared use plan for the new fire station, which opened September 2014.  The Reedy Fork Fire Station is designed to include space for GCES operation of a paramedic ambulance.  Approximately 1,320 square feet (or 10.88%) of the building will allow paramedic operations to be provided from this joint facility.  
 
This forty-year license agreement is based on the anticipated life-time of the facility. The County will make a one-time payment to the City for a pro rata portion of the construction costs. The County will pay the City annually for utility and insurance cost sharing based on facility square footage. Fires Station #59 was funded by Fire Station Bond proceeds and this payment will be used to fund additional firefighting capital projects.
 
BUDGET IMPACT:
Capital cost for the Reedy Fork Station as a result of this city-county partnership is approximately $357,258. Guilford County will pay the City of Greensboro a one-time capital payment of approximately $357,258, which shall be designated by the City to fund additional firefighting capital projects including the City's share of the firefighting equipment storage building being funded jointly by Colonial Pipeline and the City.  GCES will also pay ongoing utility and insurance costs, currently in the amount of $2,532 to be adjusted annually based on actual costs.
 
RECOMMENDATION / ACTION REQUESTED:
City Council approval of the attached Memorandum of Agreement is requested authorizing the City and GCES to enter into a license agreement for a portion of the space and to operate emergency services at Greensboro Reedy Fork Fire Station #59.
