PURPOSE:
City Council approval is requested to award a contract for the provision of Adult and Dislocated Worker services under the Workforce Investment Act (WIA) in WIA Program Year 2014-15 to Arbor E&T, LLC, d/b/a ResCare Workforce Services in an amount not to exceed $1,994,063.
 
 
BACKGROUND:
The objective of the contract is to provide comprehensive services to Adults and Dislocated Workers under the requirements of the Workforce Investment Act and within the framework for integrated service delivery established by the NC Department of Commerce.
 
NC Senate Bill 73 was signed into law on July 23, 2013.  This bill added the following additional item to the list of Local Workforce Development Board duties found in NC General Statutes 143B-438.11: "to designate through a competitive selection process, by no later than July 1, 2014, the provider of adult and dislocated worker services authorized in the Workforce Investment Act of 1998".  As directed in NC Division of Workforce Solutions Policy Statement PS 15-2013, local workforce boards were to maintain an "arm's length" financial transactional approach in this competitive selection process, thereby removing the option for the City of Greensboro's Office of Workforce Development to continue to both provide administration of Workforce Investment Act programs while also directly operating those programs.
 
An RFP was released in April 2014 and bids received in May.  There were two bidders for services:  ResCare Workforce Services and JobWorks, Inc.  A committee comprised of Workforce Development Board (WDB) members numerically evaluated proposals and then received in-person presentations from both bidders on June 10 before unanimously agreeing to recommend ResCare Workforce Services as the FY 2014-15 provider of services.  On June 30, 2014, the full WDB unanimously approved that the contract be awarded to ResCare Workforce Services, not to exceed a budget of $1,994,063.  
 
The proposed start date for services is September 15, 2014, with the initial contract term to run twelve months through September 14, 2015.  City Council approval is required in order for the final terms of the contract to be negotiated and services to begin.  Under WIA procurement guidelines, the contract may be extended for two additional terms of twelve months each.
 
BUDGET IMPACT:
 
Funds for this contract are budgeted in the following Office of Workforce Development Workforce Investment Act accounts.  All funds to be utilized are US Department of Labor funds passed through the NC Department of Commerce.  No General Revenue funds are requested:

RECOMMENDATION / ACTION REQUESTED:
 
It is recommended by the Office of Workforce Development within the Executive Department that City Council approve the bid and award a contract to Arbor E&T, LLC, d/b/a ResCare Workforce Services in an amount not to exceed $1,994,063.
