PURPOSE:

Kimley-Horn and Associates, is needed to provide additional engineering services for the federally funded Holts Chapel Road and Lowdermilk Street Widening and Sidewalk Improvements project, EL5101DM. City Council approval of a contract extension to the professional services contract in the amount of $18,451.62 is requested.

BACKGROUND:

Holts Chapel Road and Lowdermilk Street Widening and Sidewalk Improvements will enhance pedestrian and bicycle circulation in and around downtown and improve transportation safety and mobility choices.

Kimley-Horn and Associates, Inc. was awarded the design contract for Holts Chapel Road and Lowdermilk Street by the City Council on August 7, 2012, in the amount of $354,630.65.  Two other extensions to the contract for design services were authorized: April 15, 2014 for $23,039.50 and November 3, 2014 for $66,807.92.

The Transportation Department, with the approval of the NCDOT, has identified the need to add several items to the contract per the NCDOT review process: bus stop concrete pad revision along with corresponding revisions to the plans and bid documents, and bid proposal form.  The cost to incorporate the additional engineering is $18,451.62. With this contract extension, the new total amount of the contract will be $462,929.69. Federal funds are reimbursing 80% of the cost.

BUDGET IMPACT:

The design contract extension in the amount of $18,451.62 will be funded from Street and Sidewalk Capital Project Fund account 401-4551-01.5410.  A budget adjustment is required to move funds into the appropriate account.

RECOMMENDATION / ACTION REQUESTED:

The Transportation and Engineering & Inspections Departments recommend and request approval of the contract extension with Kimley-Horn and Associates, Inc and approval of the associated budget adjustment.
