PURPOSE:

The City of Greensboro Water Resources department wishes to enter into a three-year contract with Meritech, Inc. to provide professional laboratory services to support the City in complying with effluent limitations, monitoring requirements, and standard conditions from Part I A. and Part II of the National Pollutant Discharge Elimination System (NPDES) Permit No. NC0047384.

 

BACKGROUND:

The City of Greensboro received its most recent NPDES permit renewal for the T. Z. Osborne Water Reclamation Facility on July 1, 2014.  As part of the NPDES permit, the City is required to conduct effluent and water quality sampling to show compliance to the permit conditions.  The NPDES permit issued for the T. Z. Osborne Water Reclamation Facility includes various sampling and monitoring requirements to determine compliance with the NPDES Permit, the Industrial Waste Pretreatment Program, and the EPA 40 CFR Part 503 Sludge regulations.  The facility laboratory performs analyses for most, but not all of the required parameters.  A NC Department of Environmental Quality certified lab is needed to perform the other required parameters.

 

In September 2019, a Request for Proposal (RFP) was issued in order to identify companies that perform these types of professional laboratory services. On October 16, 2019, four proposals were received. A selection committee comprised of internal and external representatives were included in the RFP process. Five raters evaluated and scored the proposals submitted by each firm. The committee evaluated the submissions based on responsiveness, relevant drinking water laboratory experience (of the firm and personnel), experience providing similar services, references, local preference, understanding of requested services, laboratory quality assurance/quality control, experience with requested laboratory services and drinking water analyses, percent of the requested laboratory analyses that are performed in the firm laboratory, MWBE, proposal cost.     One proposal was located outside of the 50-mile radius requirement of the RFP and was not reviewed. The M/WBE and local preference policies were followed in the selection process with 10% of the rating score tied to M/WBE participation and 5% of the rating score tied to local preference. The proposal submitted by Meritech, Inc. was the selected firm.

 

BUDGET IMPACT:

Funding for this three-year contract in the amount of $255,652 is budgeted in the Water Resources Enterprise Fund account 501-7054-01.5429.  The amount for each fiscal year is as follows: $85,218 in FY19-20, $85,217 in FY 20-21, and $85,217 in FY 21-22.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Water Resources Department that City Council approve the three-year contract with Meritech, Inc. Environmental laboratories for professional laboratory services in the amount of $255,652.
