PURPOSE:
The City of Greensboro recently received a grant award from the North Carolina Department of Transportation-Rail Division in the amount of $400,000 to support eligible expenses for repairs that are needed at the J. Douglas Galyon Depot. A budget ordinance must be approved to accept the funds and establish a project budget.
 
BACKGROUND:
The City of Greensboro sent a request for funding to the North Carolina Department of Transportation (NCDOT) Rail Division on July 8, 2014. This funding would support critical repairs needed at the J. Douglas Galyon Depot which currently serves as the central transfer location for Amtrak Passenger Rail, Intercity Greyhound, the Greensboro Transit Authority, and the Piedmont Authority for Regional Transportation (PART).  These needed repairs and renovations would address several challenges that have resulted from significant growth in ridership and services provided by the various modes of transportation.
 
The City received notice in December 2014 that grant funds had been awarded in the amount of $400,000 to support eligible expenses associated with this project. The City will use the funds for Phase 1 improvements, which will include repairing leaks in the Amtrak passenger and baggage tunnels.
 
At their January 27, 2015 meeting, the GTA Board approved the project.  
 
BUDGET IMPACT:
The City has been awarded state funds, not to exceed $400,000. The City will be required to provide a 20% local match.  The total project funding is as follows:         
 
$400,000    NCDOT (80%)
$100,000    Local (20%)
$500,000   Total (100%)
 
The local match will be budgeted in the following account: 442-4501-01.6567.  A budget adjustment will be required to move the funds into the correct account.
 
RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests that the City Council approve the attached budget ordinance in the amount of $500,000 to support eligible project expenses and approve the associated budget adjustment.
