PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of acquiring right of way and easements for the East Cone Blvd. Extension Project. City Council approval is requested for the acquisition of this property.
 
BACKGROUND:
The Transportation Department has approved the extension of East Cone Boulevard to an extension of Nealtown Road. This project includes a 3,200 foot extension of Cone Boulevard and a 2,000 foot extension of Nealtown Road to their new intersection north of White Street. It also includes a new bridge over the North Buffalo Creek. Construction is anticipated to start in late 2014.
 
The subject properties are Parcels 0126545 and 0126512 at 2301 and 2307 White Elder Road, owned by James & Linda Plummer. The appraisal was completed by Tonya Brady of McNairy & Associates Appraisal Services. The appraised value is $26,130.24. Approval is requested for this acquisition of the right-of-way and easements on these properties for the negotiated amount of $30,051. The extent of the new, steep slopes on the property resulted in greater damage to the property and was considered in the increased cost to purchase it. This is true for all the parcels purchased from the Plummers on this project.
 
The zoning for the property is RS-30. The acquisitions needed are right-of-way of 45,325 Sq Ft (1.04 acre), permanent slope easement of 16,990 Sq Ft (.39 acre), permanent drainage maintenance utility easement of 21,586 Sq Ft (.50 acre), permanent drainage easement of 468 Sq Ft ( 0.01 acre) and temporary construction easement of 4,786 Sq Ft (.011 acre).
 
BUDGET IMPACT:
Funding in the amount of $30,051 is available in account 401-4502-05.6012 for the acquisition of this property.
RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends approval of the acquisition.
