PURPOSE:
The Engineering and Inspections Department is responsible for City-wide facility maintenance including City elevators and escalators. The current city-wide elevator and escalator maintenance and repair contract expired on June 30, 2017. Under the City Service Contract Policy, the proposed new three year contract, is expected to exceed $400,000 in total value, requiring City Council approval.
BACKGROUND:
Elevator and escalator maintenance and repair is a highly technical, state regulated service. This service can only be provided by firms that have been recognized by the State of North Carolina’s Department of Labor - Elevator Division as qualified to perform elevator maintenance and repair services. Of the firms recognized by the State of North Carolina’s Department of Labor, no HUB certified firms in the 10-County Greensboro Metropolitan Statistical Area (MSA) meet these qualifications. The Centralized Contracting Division recommended contracting these services by joining a competitively bid “Cooperative Purchasing Agreement” through the National Intergovernmental Purchasing Alliance Company (IPA). The National IPA is a non-profit organization recognized in the field of procurement as a resource for governments to purchase goods and services through cooperative contracts that have been competitively bid and negotiated. The organization monitors contracts for pricing on a regular basis to ensure that rates remain competitive across the jurisdictions served.
This organization currently carries a cooperative elevator maintenance & repair contract with ThyssenKrupp Elevator Corporation, which has offices located here in Greensboro, NC. The contract was competitively awarded in 2015 by Region 4 Education Service Center (ESC4) and The Cooperative Purchasing Network (TCPN) after conducting a nationally advertised Request for Proposals (RFP) that considered technical requirements, qualifications and pricing. This procurement event and contract met IPA’s standards and remains available as a resource to other municipalities.
The three year contract value is based on fixed costs for monthly elevator and escalator maintenance and repair and on call services as needed. All maintenance and repair services required under normal usage will be provided for an estimated flat monthly fee of $11,469.00. The monthly flat fee covers all forty-eight (48) elevators and escalators throughout the city. Additional repairs that may be needed for reasons outside of normal use may also be covered under the contract on an as needed basis.
The City Attorney has reviewed the proposed contract for legal form and the M/WBE memo is attached. The Centralized Contracting Division, Greensboro Coliseum Complex and the Engineering and Inspections Department concur with this selection.
BUDGET IMPACT:
The contract period will be from August 31, 2017 through June 30, 2020. The estimated annual value for the contract is $140,000 with a total estimated contract value of $420,000. Funds for the current fiscal year are available in the current budget. Future fiscal year appropriations are subject to City Council approval in the annual budget.
RECOMMENDATION / ACTION REQUESTED:
Council is requested to adopt the attached Resolution Authorizing Contract # 2017-10560 with ThyssenKrupp Elevator Corporation for City-wide Elevator Maintenance and Repair Services.
