PURPOSE:
City Council approval is requested to authorize a sewer connection to serve the proposed Guilford County Animal Shelter located at 980 Guilford College Road. The proposed connection was requested by Guilford County, the owner. City Council approval is required for water and sewer main connections outside of the Water and Sewer Service Area (WSSA) in accordance with the City of Greensboro Policy for Water and Sewer Services “Outside the Corporate Limits” adopted with amendments by City Council on May 20, 2014.
BACKGROUND:
On October 24, 2018 the Water Resources Department received a request from Guilford County requesting consideration of a connection to the sewer system that goes into Long Branch Lift Station. The proposed connection would be the only sewer connection for the project and it is needed to serve their proposed animal shelter. Sewer is currently available to the north of the property as an existing 18-inch sewer line west of I-73. An 8-inch sewer line will need to be extended from the existing manhole going south and across the property frontage as shown on the attached map. Easements for any sewer outfall that crosses private properties will have to be obtained and dedicated exclusive to the City of Greensboro for service.
Since the property is outside the City’s Water Sewer Service Area (WSSA) and because the Water and Sewer Services “Outside the Corporate Limits” policy does not administratively allow approval of this type of request, a specific authorization is requested to be approved by Council. This connection has been reviewed as part of a feasibility study for capacity availability and a new 8-inch sewer connection is acceptable to the Water Resources Department.
BUDGET IMPACT:
There is no budget impact to the City. The property owner is responsible for all costs associated with the sewer connection and the extension associated with the proposed development.
RECOMMENDATION / ACTION REQUESTED:
It is requested that City Council authorize a sewer connection to serve 980 Guilford College Road in accordance with the City of Greensboro Policy for Water and Sewer Services “Outside the Corporate Limits.”
