PURPOSE:
City Council is requested to approve the extension of the current Housing Opportunities for Persons with AIDS [HOPWA] contract with Central Carolina Health Network to continue serving as the administrative agent, through June 30, 2015. A request for qualifications and proposals process will be carried out to determine if there are any other qualified respondents for the upcoming fiscal year.
BACKGROUND:
The State of North Carolina Department of Health and Human Services previously administered the local HOPWA allocation. When the City of Greensboro became the lead entity and began receiving a direct HOPWA allocation in 2011, we were directed by the Department of Health and Human Services and the local federal Department of Housing and Urban Development field office to continue to contract with the Central Carolina Health Network, as they were the only local qualified agency. This contract amendment will allow us to continue their contract through the end of this fiscal year, while we carry out a request for qualifications process to determine if any additional local agencies meet the qualifications to act as an administrative provider. If there are other qualified respondents, we will carry out a request for proposals process. If there are no other qualified respondents, we will seek approval of a new contract with the current provider.
BUDGET IMPACT:
$110,000.00 Funding is available from current year federal HOPWA allocation in account 220-2102-01.5931. Of this amount up to $7,700 may be used for administrative services, and $102,300 for the provision of subcontracted housing and care services.
RECOMMENDATION / ACTION REQUESTED:
City Council is requested to approve the contract extension with Central Carolina Health Network and authorize the City Manager to execute the required documents.
