PURPOSE:

The Water Resources Department is requesting approval for a change order to Contract 2014-5457, Bryan Park Water Main Evaluation Project, to perform internal pipeline inspection services in order to determine the overall condition of the water main and plan for any potential capital improvement needs tied to the water main that transfers water from Lake Townsend Water Treatment Plant. In order for the pipeline condition assessment work to proceed, approval for a contract change order is requested.

 

BACKGROUND:

The professional services of Brown and Caldwell, Inc. will be utilized to investigate and inspect the condition of the Bryan Park Rd. water main using Pure Technology’s Remote Field Eddy Current/ Transformer Coupled Tool (PipeDiver) and acoustic tool (SmartBall).  The project will determine the internal condition of the line and will help determine if future replacement of the line is necessary.

 

In-line inspection of the 19,500 linear feet of 36-inch Pre-stressed Concrete Cylinder Pipe (PCCP) water main will be performed to identify structural integrity using proprietary inspection tools. A technical memorandum will be prepared documenting the findings and recommendations from the inspections to support City staff with the capital planning decision making process.

 

Brown and Caldwell, Inc. was originally awarded the Bryan Park Water Main Evaluation Project based on their experience providing technical assistance, evaluating and ranking business process, and providing decision making tools to support linear water assets for the Department. It was determined that there are no certified M/WBEs in the Greensboro MSA that provide the services needed to fulfill the contract requirements.

 

BUDGET IMPACT:

Funding for this project is budgeted in Water Resources Operations Fund account 501-7081-01.5413 in the amount of $257,600.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends and requests that City Council approve a Change Order to Contract 2014-5457, Bryan Park Water Main Evaluation Project with Brown and Caldwell, Inc. in the amount of $257,600.
