PURPOSE:
The Greensboro Police Department (GPD)'s Traffic Safety Unit applied for a grant on February 21, 2014 to the NC Governor's Highway Safety Program (NCGHSP) to obtain materials and equipment for Traffic Safety Education Programs. The total grant project budget of $21,723 requires a 50% match.
 
In accordance of the City's Grant Policy, City Council approved the application March 18, 2014 to apply for the funds. On September 2, 2014, City Council approved the Agreement of Conditions (AOC) and resolution in order to continue the application process. The Finance Director has requested a budget ordinance be processed prior to the AOC being signed, requiring City Council approval.
 
BACKGROUND:
The mission of the NCGHSP is to promote highway safety awareness and reduce the number of traffic crashes and fatalities in the state of North Carolina through the planning and execution of safety programs.
 
The grant funds will be used for video equipment software for producing videos as well as computer software in order to produce the videos, microphones, and promotional items including posters for each school to display. The posters will be unique to each school where the program is presented in order to have the highest value of impact in relation to the crashed causing violation demonstrated.
 
The target audience of this program is Guilford County's 73,535 students, ages 5-18 across 126 schools in urban, suburban and rural areas.
 
BUDGET IMPACT:
On March 18, 2014, City Council approved the submission of a grant application (Res#67-14). On September 2, 2014, City Council Approved the Agreement of Conditions and Resolution (Res#222-14) in order to continue the application process. City cash match funds of $10,861 will leverage $10,862 in federal funds. City match funds will be provided from NC State Drug Tax funds. Grant funds totaling $21,723 will be housed in account #220-3561-01.

RECOMMENDATION / ACTION REQUESTED:
It is requested and recommended that the City Council adopt the attached Budget Ordinance for a $10,862 grant with a $10,861 cash match to provide materials and equipment for Traffic Safety Education Programs.
