PURPOSE:

A budget ordinance is requested to reduce the local match associated with the Guilford County Transportation and Mobility Services (TAMS) portion of the Federal Transit Administration (FTA) Section 5339 Bus and Bus Facilities Grant.

BACKGROUND:

A portion of the 2018 Greensboro Urban Area award of Federal Transit Administration (FTA) Section 5339 Bus and Bus Facilities grant funds were allocated to Guilford County Transportation and Mobility Services (TAMS) in the amount of $53,891 for the purchase of (2) support vehicles.  Guilford County did not utilize the full amount of funding for this project. This allows unused funds totaling $18,441 to be reallocated to support qualifying City projects.

Section 5339 grant funds require a local match that varies based on the type of qualifying project. The County project requires a local match of 20%. The City project requires a 15% match.  The budget ordinance shows a reduction in the local match by $734 to reflect these changes.

BUDGET IMPACT:

The original funding for this grant is as follows:

$606,662   Federal

$  30,182   State

$  80,216   Local

$717,060   Total

The amended funding for this grant is as follows:

$606,662   Federal

$  30,182   State

$  79,482   Local

$716,326   Total

This change requires an increase in City funding totaling $3,254 to match the additional grant funds.  These funds will come from 2016 bond fund account 481-4531-01.6567.

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends and requests that the City Council approve the attached budget ordinance decreasing the grant budget.
