PURPOSE:
The Greensboro Police Department has received an additional allotment of $9,982 for FY 13-14 from the US Secret Service for reimbursement of overtime worked in the investigation of financial crimes and training. A budget ordinance is requested from Greensboro City Council in accordance with current city fiscal procedures.
 
BACKGROUND:
Since 2000, the Greensboro Police Department has engaged in joint operations with the U.S. Secret Service, working together as the Greater Greensboro Financial Crimes Task Force which was organized to investigate financial crimes in the City of Greensboro. The U.S. Secret Service has agreed to reimburse the Department for the costs associated with this service to a maximum of $14,964 for the fiscal year 2013-14 (October 1, 2013 -September 30, 2014) and will be used for overtime and training expenses.
 
These funds provide reimbursement to the City for overtime worked by assigned task force members. These reimbursement funds cannot be used for any other purpose. Funds are audited by the state and federal governments.
 
BUDGET IMPACT:
On February 4, 2014, City Council approved an annual allotment from the US Secret Service (Ord#14-19) and additional funds have now been identified by the US Secret Service, totaling $14,964. These funds will be housed in account # 220-3508-03. Any overtime expense exceeding the allotment will be charged to the police budget.
 
RECOMMENDATION / ACTION REQUESTED:
It is recommended that the City Council adopt the attached budget ordinance establishing additional funding in the amount of $9,982 for overtime expenses associated with the U.S. Secret Service - Greater Greensboro Financial Crimes Task Force FY 14.
