PURPOSE:
Collectively, the City of Greensboro, City of High Point and Guilford County have been awarded Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2015 funding of $191,755. In accordance with Department of Justice funding requirements, Council must approve proposed grant fund allocations and a Memorandum of Understanding between the three participating agencies.
BACKGROUND:
Edward Byrne Memorial Justice Assistance Grant (JAG) Program awards are formula-based, non-competitive federal criminal justice funds which do not require a match. JAG allocations are based on violent crime and population and the local unit of government award allocations are based on their proportion of the state’s 3-year violent crime average. The Greensboro Police Department will serve as the lead/fiscal agency for the FY 15 JAG for the award period of October 1, 2014 through September 30, 2018.
This grant is a disparate allocation between the Greensboro Police Department, High Point Police Department and Guilford County Sherriff’s Department. A disparate allocation occurs when a city or municipality is allocated more funds than the county, while the county bears more than 50 percent of the costs associated with prosecution or incarceration of the municipality’s Part 1 violent crimes. These agencies have agreed to reallocate $191,755 in JAG funds to the City of High Point for a total of $39,974; to Guilford County for a total of $48,321; and to the City of Greensboro for a total of $103,460. An application process is required to approve the proposed use of funds.
BUDGET IMPACT:
This is a reimbursement grant; no match required. Any expenses exceeding the JAG funding will be absorbed by each agency’s budget. If approved and awarded as proposed, the Greensboro Police Department will leverage $103,460 in federal funds.
RECOMMENDATION / ACTION REQUESTED:
City Council is requested to adopt the attached resolution and Memorandum of Understanding authorizing the Police Department to apply for and the City of Greensboro to execute the agreement for the appropriation of the 2015 Justice Assistance Grant in the amount of $191,755.
