PURPOSE:

City Council is being requested to approve the award of Contract 2019-0850 to Bar Construction Company, Inc. for Phase II Improvements to Keeley Park for the Parks and Recreation Department of the City of Greensboro.

 

BACKGROUND:

In 2006, the initial Keeley Park Master Plan was developed to provide recommendations for the development of the City’s former nursery site to meet the recreational needs of residents. The plan was updated in 2016 to ensure that the City adequately meets the recreational needs of its current and future residents.

 

In 2018, Greensboro’s Parks and Recreation Department was awarded a $250,000 Land Water Conservation Fund (LWCF) matching grant for Phase II of park development at Keeley Park. The matching grant will reimburse the City for the project scope of work that includes: fitness equipment, four cornhole courts, an open space area, bike trails (completed in 2019), three shelters with picnic tables, one shelter with restrooms, additional trails, splash pad renovation with a shade structure, inclusive playground renovation, community garden renovation with raised beds, and an 18 hole disc golf course (completed 2019).  Other Phase II improvements will include additional site preparation and grading, and 87 additional parking spaces.

 

In 2019, the Department was awarded a grant from the North Carolina Parks and Recreation Association (NCRPA) for the purchase of an all-inclusive playground unit. The playground, which will be themed “Up in the Air” will be the largest all-inclusive playground west of Raleigh and the only one owned by the City of Greensboro.

 

On September 6, 2019, a bid opening for the Phase II development was held and two bids were received. Bar Construction Company, Inc. was the lowest responsive bidder with a base bid of $1,904,000.00 and Alternate #1-Parking Lot of $293,000.

The M/WBE Office reviewed the documentation submitted by Bar Construction Company, Inc. to determine compliance with the City of Greensboro M/WBE Program Plan. The M/WBE Goal Setting Committee established contract goals of MBE 10% and WBE 10%. Bar Construction Company exceeded both the MBE goal at 12.12% and the WBE goal at 12.72%. BUDGET IMPACT:

The contract amount is $2,197,000 and is available in account number 482-5001-08 with the associated budget adjustment.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council approve the award to Bar Construction Company, Inc. for Phase II Keeley Park Improvements for the City of Greensboro’s Parks and Recreation Department, Contract 2019-0850 in the amount of $2,197,000.
