PURPOSE:
Bids have been received for the Fleming Road Relocation and Construct Intersection at Isaacson Boulevard (2010-088 (U-5505)). City Council approval of an award to Jimmy R. Lynch, Inc. in the amount of $2,020,253.06 is requested.
BACKGROUND:
The contract consists of pavement widening and overlay, curb and gutter, storm drainage, intersection construction and sidewalks. The Isaacson Boulevard connection to Fleming Road will be completed and the existing Isaacson Boulevard opened to traffic. The bids were opened on July 10, 2014 and the apparent lowest, responsible bidder was Jimmy R. Lynch, Inc. (Pilot Mountain, NC) with a bid of $2,020,253.06.
The DBE goal was 9%. The contractor met the goal at: DBE=9.4%.

The anticipated date for start of construction is September 15, 2014 with anticipated completion by November 19, 2015.
BUDGET IMPACT:
Funding with STP-DA (Federal Highway Administration) funds will reimburse 80% of the cost of the project. Funds for this project are budgeted in the Fleming Road (U-5505) project account #401-4552-01.6014. A budget adjustment is required to move funds into the appropriate account.
RECOMMENDATION / ACTION REQUESTED:
The Engineering & Inspections and GDOT Departments recommend and request approval and award of the Fleming Road Relocation and Construct Intersection at Isaacson Boulevard contract 2010-088 (U-5505) to Jimmy R. Lynch & Sons, Inc. for the bid amount of $2,020,253.06 and requests approval of the associated budget adjustment.
