PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of completing the northern section of the Downtown Greenway.  Acceptance is requested for the donation of the property at 801 W. Smith Street, parcel #0004074, where the Downtown Greenway's Tradition Cornerstone is located.

BACKGROUND:
The Downtown Greenway is a public/private project between the City of Greensboro and Action Greensboro. The Downtown Greenway is an urban paved trail that typically is 12 feet wide with buffers between the trails and roadways. It features enhanced landscaping and lighting, site furnishings that include benches, bicycle racks, drinking fountains, trash and recycling receptacles, and public art.  The Greenway will include four major pieces of public art - the Cornerstones - that recognize the four pillars that make Greensboro's character unique. These four pieces of art will recognize Greensboro's heritage and will also look ahead to its future:

·      Motion - Motion/Education (Southwest corner)
·      Tradition - History (Northwest corner)
·      Innovation - Industry/Textiles (Northeast corner)
·      Freedom - Civil Rights (Southeast corner)

Greensboro Downtown Greenway, LLC, an LLC formed by Action Greensboro, purchased the lot at 801 W. Smith Street and built the Tradition Cornerstone there. No City funds were used for the purchase or construction of the facility. The Greensboro Downtown Greenway, LLC will donate their parcel and improvements to the City of Greensboro. As the cornerstones are completed, Action Greensboro will donate the properties and improvements to the City, who will thereafter be responsible for maintaining the paved path, signage, site furnishings, landscaping, and public art installed as part of the Downtown Greenway.

Greensboro Downtown Greenway, LLC is comprised solely of Action Greensboro, a charitable nonprofit corporation.

This 0.78 acre parcel is in the Land Development Ordinance zoning district LI (Light Industrial).

BUDGET IMPACT:
Maintenance of the Tradition Cornerstone is funded in the Parks and Recreation Account
# 101-5029-01.5612.

RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends that City Council approve the acceptance of the donation of the parcel and improvements for the Downtown Greenway.
