PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of acquiring right of way and easements for the East Cone Blvd Extension Project. City Council approval is requested for the acquisition of this property.
BACKGROUND:
The Transportation Department has approved the extension of East Cone Boulevard to an extension of Nealtown Road. This project includes a 3,200 foot extension of Cone Boulevard and a 2,000 foot extension of Nealtown Road to their new intersection north of White Street. It also includes a new bridge over the North Buffalo Creek. Construction is anticipated to start in late 2014.
The subject property is parcel # 0126504 at 2600 Brame Road, owned by Russell and Sheila Wall. The appraisal was completed by Tonya Brady of McNairy & Associates Appraisal Services, Inc. The appraised value is $32,141.00. Approval is requested for this acquisition of the right-of-way and easements on this property for the negotiated amount of $36,963.00. The extent of the new, steep slopes on the property resulted in greater damage to the property and was considered in the increased cost to purchase it.
The zoning for the property is RS-30. The acquisitions needed are right-of-way of 144,712 Sq Ft (3.32 acre), Permanent Slope Easement of 50,166 Sq Ft (1.15 acre), permanent drainage maintenance utility easement of 85,076 Sq Ft (1.95 acre), permanent sanitary sewer easement of 1,133 Sq Ft (0.03 acre), permanent drainage easement of 1,525 Sq Ft ( 0.04 acre) and temporary construction easement of 6,092 Sq Ft (.014 acre)
BUDGET IMPACT:
Funding in the amount of $36,963 will come from account 401-4502-05.6012 for the acquisition of this property.
RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends approval of the acquisition.
