PURPOSE:
The NC Department of Environmental and Natural Resources (NCDENR) offers the Community Waste Reduction and Recycling Grant to assist local governments in expanding, improving, and implementing waste reduction programs in North Carolina. The amount awarded must be matched to funding of at least 20% of the award. The grant application process and proposal has been approved by City Council to permit entering into an agreement.
BACKGROUND:
The purpose of this grant request is to implement a convenience store recycling program that will accomplish three objectives:
(1) the diversion of bottles and cans from the convenience stores waste stream;
(2) to strengthen the city's public area recycling program, serving as a catalyst for future away-from-home recycling projects; and
(3) to grow and foster the culture of recycling in Greensboro and establish stronger social norms for recycling.
The effective date for this project will be July 1, 2014 - June 30, 2015. Council approved resolution authorizing this grant on April 1, 2014. The City applies for this grant from NCDENR on an annual basis in order to improve the recycling program. Any recyclables collected through this effort will be taken to ReCommunity for processing and sale.
BUDGET IMPACT:
The total cost associated with this project will be $32,900 in which $27,416 is awarded in state funds (220-4308-01.7110) and $5,484 transferred from Field Operations Department operating funds (220-4308-01.9101) through a budget adjustment.
RECOMMENDATIONS/ACTION REQUESTED:
It is recommended that the City Council adopt the attached budget ordinance and necessary budget adjustment establishing funding in the amount of $32,900 for the purpose of implementing the Community Waste Reduction and Recycling Grant project.
