PURPOSE:

The NC Department of Transportation has approved additional funding for project U-5532: Aycock Street and Walker Avenue Intersection & Corridor Improvement Project and extended the completion date of the project.  A resolution needs to be approved to authorize the amended agreement.

BACKGROUND:

The City of Greensboro and the NCDOT entered into a funding agreement for U-5532 A: Aycock and Walker Improvements in 2014.  The project scope is 1) relocate the sidewalk on the east side of Aycock from Walker Avenue to south of Spring Garden Street; 2) reconstruct the sidewalk on the west side of Aycock Street from south of Spring Garden Street to Wright Avenue; 3) improve the crosswalks and signal at Aycock Street and Walker Avenue; and 4) construct a signalized pedestrian crossing on Aycock Street south of Cobb Street.

In June 2018 the Transportation Advisory Committee, in cooperation with NCDOT, added federal funding to the project to get it to 80% of the estimated construction costs.  This amended agreement adds those additional funds and extends the anticipated completion date of the project.

This amended agreement increases the federal funding amount by $573,977 and increases the City of Greensboro matching funding commitment by an additional $143,499 (20% match).  The existing municipal agreement defines the construction responsibilities of the City, including the terms to which the City must comply in order to receive reimbursement

BUDGET IMPACT:

New funding associated with the amended agreement will be as follows:

$573,997                     Federal Funds (80%)

$143,499                     Local Bond Funds (20%)

$717,496

The local match will come from 2008 bond fund account 471-4502-15.6401.  A budget adjustment is required to move funds to the appropriate account.

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends and requests that City Council approve the attached resolution authorizing the amended agreement for U-5532 A: Aycock Street & Walker Avenue Intersection & Corridor Improvement Project.
