PURPOSE:
The Water Resources Department is requesting approval to enter into a two year professional services contract with CDM Smith, Inc. to provide SSES services to support the department’s ongoing Sanitary Sewer Rehabilitation project.
BACKGROUND:
The professional services of CDM Smith, Inc. will be utilized to investigate and determine the appropriate methods for rehabilitating sanitary sewer systems. The project will support the planning for future work under the Sewer Rehabilitation contract (2012-095) approved by City Council on September 1, 2015.
CDM Smith, Inc. will analyze video and flow meter data and develop rehabilitation recommendations to support City staff with the sanitary sewer rehabilitation decision making process. The rehabilitation recommendations will determine the specialized trenchless technologies that are cost effective and applicable considering a variety of non-cost factors. The contract will evaluate priority 2 sewersheds including additional areas and sewer pipes identified as part of the initial study. In addition, post-rehabilitation flow monitoring analysis of the priority 1 sewersheds will be performed to assess the level of reduction in sewer system infiltration and inflow.
CDM was selected for this project based on their experience and success in providing SSES services for the Department. For this project expertise in reviewing defects, providing recommendations based on risk, and prioritizing system repairs coupled with a thorough understanding of the City’s collection system is critical. In evaluating the scope of work a training opportunity was identified for CriTek Engineering Group, P.C., a local MBE firm. The value of the training opportunity for Critek Engineering Group represents 2% of the total contract amount.
BUDGET IMPACT:
Funding for this project is budgeted in Water Resources Operations Fund account 501-7081-01.5413 in the amount of $231,500 for year one, and $271,000 for year two, provided that sufficient appropriations are approved by City Council in succeeding fiscal years.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends and requests that City Council approve the two-year contract with CDM Smith, Inc for SSES services in the amount of $502,500.
