PURPOSE:
The Federal Transit Administration (FTA) has awarded $96,858 under the Section 5310 Enhance Mobility for Seniors and Individuals with Disabilities Program to the Greensboro Urban Area. A budget ordinance needs to be approved to allow the expenditure of funds.
 
BACKGROUND:
The Section 5310 program supports projects that serve the special needs of transit dependent populations beyond traditional public transportation service; exceed the requirement of ADA act; improve access to fixed route service and decrease reliance of complementary Paratransit; and provide alternatives to public transportation.
 
The Greensboro MPO conducted a competitive selection process for awarding the funding. The Transportation Advisory Committee at the June 26, 2013 meeting awarded funding to the Guilford County Transportation and Mobility Services (TAMS) to support eligible operating expenses. Specifically, TAMS will use Enhance Mobility for Seniors and Individuals with Disabilities funding in the amount of $96,858 for transportation services for seniors throughout Guilford County Monday through Friday between the hours of 6am and 7pm.
 
The City of Greensboro, as the designated recipient for the Section 5310 Mobility for Seniors and Individuals with Disabilities will administer the grant application and funding to the successful sub recipient and ensure that federal reporting requirements are met.
 
BUDGET IMPACT:
TAMS will provide the local match in the form of in-kind services to support their portion of the project. This is a pass-through grant that the City will administer for the County. There are no City funds involved. The total project funding is as follows:

RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests that the City Council approve the attached ordinance in the amount of $193,716 to support TAMS project expenses.
