PURPOSE:
Annually, the City of Greensboro applies for FTA and NCDOT funding to support the City's public transportation program and the Greensboro Transit Authority.  The City is required to hold a Public Hearing to inform the general public about the proposed operating, planning and capital projects and the estimated costs.  The City Council is also required to adopt a resolution authorizing the filing and/or execution of subsequent grant agreements for the proposed projects.
 
BACKGROUND:
The City of Greensboro has developed a detailed Program of Projects recommended for funding under the Moving Ahead for Progress in the 21st Century Act (MAP-21) Legislation.  These projects include the following: FTA Section 5307 Urban Area Formula Grant Program, Section 5303 Metropolitan Planning Program, Section 5310 Enhanced Mobility of Seniors an Individuals with Disabilities, Section 5339 Bus and Bus Facilities, Surface Transportation Program -Direct Apportionment, and Congestion Mitigation and Air Quality Improvement Program.  In addition, the City will apply to the North Carolina Department of Transportation State Maintenance Assistance Program for funding. The Greensboro Transit Authority Board approved the GTA FFY 2014-2015 Program of Projects at its March 25, 2014 meeting.
 
1.  Description of Projects - Section 5307 Urbanized Area Formula Grant-FFY 2014
            
a.      The City of Greensboro is applying for Federal assistance to support up to 10% of the Total Net Operating Expenses of ADA-Complementary Paratransit Services. GTA SCAT service has continued to meet the increased demand for the service. The estimated total project costs are:

b.      The City of Greensboro is applying for Federal assistance to support up to 80% of the preventive maintenance costs for the Greensboro Transit Authority (GTA).  The preventive maintenance will be accomplished through third party contracting. The proposed project will serve the Greensboro Urbanized Area, and will support public transportation services sponsored by the City of Greensboro through the GTA.  The estimated total project costs are:

c.      The City of Greensboro is applying for capital funds to support the purchase of associated transit improvements. The funds will be used to support the landscaping expenses for the Greensboro Transit Authority Operations/Maintenance Facility & Administration Office and the J. Douglas Galyon Depot Facilities.  The estimated total project costs are:

d.      The City of Greensboro is applying for capital funds for the purchase of security enhancements for the Greensboro Transit Authority. Specifically, these funds will be used to support the purchase of replacement and spare Mobile Data Terminals (MDT) for the Paratransit vehicles. The estimated total project costs are:

e.      The City of Greensboro is applying for Federal Assistance to support the Operating Expenses for the Greensboro Transit Authority (GTA). The proposed project will serve the Greensboro Urbanized Area, and will support public transportation services sponsored by the City of Greensboro through GTA. The estimate total project costs are:

2. Description of Projects- Section 5303 Metropolitan Planning Program-FFY 2015
 
a.      The City of Greensboro is applying for Federal Planning Assistance for the Public Transportation Division of the Department of Transportation to support on-going short-range service planning activities for the Greensboro Transit Authority.  More specifically, part of the funds will be used to conduct public transportation studies and plans in coordination with the MPO.  These studies/plans will be used to assess system data in order to refine services and increase system efficiency, productivity and responsiveness to the community needs for Fixed Route, Paratransit and Flex Route Services.  The other part will be used to conduct a Feasibility Study of Upgrades, Modernization and Capacity Expansion needs for the J. Douglas Galyon Depot. The estimated total project costs are:

3.  Description of Projects - Section 5310 Enhanced Mobility of Seniors and Individuals
                                               with Disabilities- FFY 2014
 
a.      The City of Greensboro is applying for Federal Assistance to enhance mobility for seniors and persons with disabilities by providing funds to serve the special needs of transit dependent populations beyond traditional public transportation services and American with Disabilities Act (ADA) paratransit services. Specifically, GTA will use funding to support eligible expenses associated with expanding the current hours of operations for ADA paratransit services that are beyond the hours provided on Fixed Route services. The estimated total project costs are:

a.   The City of Greensboro is applying for Federal assistance to support the purchase of one (1) 40f Hybrid Electric replacement fixed route bus:

a.   The City of Greensboro is applying for Federal assistance to support up to 80% of the preventive maintenance costs for the Greensboro Transit Authority (GTA).  The preventive maintenance will be accomplished through third party contracting. The proposed project will serve the Greensboro Urbanized Area, and will support public transportation services sponsored by the City of Greensboro through the GTA.  The estimated total project costs are:

7.  Description of Projects - State Maintenance Assistance Program (SMAP) - SFY 2014
 
a.      The City of Greensboro is applying for North Carolina Department of Transportation State Maintenance Assistance Program funding to support the net operating costs of the Greensboro Transit Authority within the Greensboro Urbanized Area. The estimated total project costs are:

BUDGET IMPACT:
The City of Greensboro share of these projects/programs totals $5,184,900.  These expenses will come from in-kind services provided during FY 13-14 and funds budgeted in the FY 14-15 GTA budget as a transfer to GTA Planning and Grant Fund.
 
RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests City Council approve the attached resolution.
