PURPOSE:
Water Resources is requesting a contract change order to the T. Z. Osborne Water Reclamation Facility 56 MGD Upgrade Construction Administration Services Contract 2014-021 to provide additional construction oversight associated with the extended overall construction of the project. In order to oversee the additional field work, approval for a contract change order is requested.
BACKGROUND:
At the February 14, 2014 City Council work session Council members were briefed on a plan recommended by staff to decommission the North Buffalo Water Reclamation Facility (WRF) and upgrade the TZO WRF. As part of the project, the City is currently upgrading and expanding the T. Z. Osborne Water Reclamation Facility (TZO) to 56 MGD to provide additional treatment capacity. The City also plans to begin decommissioning the North Buffalo Creek WRF in the winter of 2017, after making necessary upgrades to equalize and pump influent flow from both facilities.
On March 18, 2014 the City authorized professional services construction administration and inspection services contract 2014-021 with CDM Smith, Inc. in the amount of $4,989,850 to support the T. Z. Osborne Water Reclamation Facility 56 MGD Upgrade. The original contract provided for onsite observations of the work and field check of materials and equipment for the construction of the proposed infrastructure improvements that are being constructed in three distinct and separate construction packages. On December 6, 2016 the City authorized a change order to this contract in the amount of $350,000. Change Order No.1 and No.2 allow the engineering team to extend their onsite observation, evaluation and technical guidance of the work necessary for the completion of the project. Change Order No.1 was needed due to weather delays. Change Order No.2 will add time to the contract to ensure needed operational safeguards for permit compliance. The Construction Administration and Inspection team for the original contract included CDM Smith, Hazen and Sawyer, and John Davenport Engineering, Inc., a local MBE. CDM Smith’s original MWBE commitment was 11% MBE. The MBE commitment for this change order is 13%.
BUDGET IMPACT:
Funding in the amount of $400,000 is budgeted in the Water Resources Capital Improvements Fund account 503-7027-06.5410 (Professional Services). A budget adjustment is necessary to use this account.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends City Council approval Change Order No.2 with CDM Smith, Inc. for T. Z. Osborne Water Reclamation Facility 56 MGD Upgrade Construction Administration Services Contract 2014-021 to provide additional construction oversight associated with the extended overall construction of the project and the associated budget adjustment.
