PURPOSE:
Approve resolution authorizing an Intergovernmental Agreement between the City of Greensboro, Forsyth County, Guilford County, City of Winston-Salem, and the Town of Kernersville to conduct a feasibility study for the Triad Park Reedy Fork Creek Section of the Piedmont Greenway.
 
BACKGROUND:
The Piedmont Greenway is a multi use path envisioned to connect Greensboro and Winston-Salem and pass through the Town of Kernersville. The Town of Kernersville has contracted with a firm to conduct a feasibility study. The Transportation Advisory Committee of the Winston-Salem MPO has directed $40,000 in Surface Transportation-Direct Apportionment (STP-DA) Funds (with a $10,000 local match requirement) to the Piedmont Greenway - Triad Park Reedy Fork Creek Section Feasibility Study.   The other parties in this agreement have agreed to share in the required local match ($2,500 each) and will be active in the feasibility study process.
 
The Triad Park Reedy Fork Creek Section of the Piedmont Greenway begins in the Greensboro MPO area at Cross Creek Road and goes in a westerly direction through Triad Park to the east side of downtown Kernersville in Forsyth County and in the Winston-Salem MPO area. The Town of Kernersville will be the lead agency overseeing Alta Planning + Design, the selected firm to conduct the feasibility study.
 
Upon completion of the study the Town of Kernersville will submit an invoice to all parties for their portion.
 
The attached Intergovernmental Agreement establishes project and funding responsibilities, and billing procedures.

Funding for this feasibility study is as follows:

RECOMMENDATION / ACTION REQUESTED:
The Greensboro Department of Transportation recommends and requests that City Council approve the attached resolution authorizing the City Manager to execute the intergovernmental agreement.
