PURPOSE:
The City Grant Policy requires Council approval on all grant applications requiring match funds. The Greensboro Police Department's Center City Resource Team applied for federal Congestion Mitigation Air Quality grant funds on March 18, 2014 through the North Carolina Solar Center (NCSC) at North Carolina State University, Clean Fuel Advanced Technology (CFAT) Program. Due to the timing of the grant application and the agenda preparation schedule, April 1st is the first opportunity for City Council to review this as an agenda item. In accordance with the Grant Policy, the City Council was provided information on the grant application approval request in the March 21, 2014 IFYI Report.
BACKGROUND:
The North Carolina Solar Center (NCSC) at North Carolina State University is administering the award of federal Congestion Mitigation Air Quality funds from the NC Department of Transportation for the Clean Fuel Advanced Technology (CFAT) 2013-2015 Program. The funds are eligible to be used to assist transportation related emission reduction projects. If approved by Council and awarded by the North Carolina Solar Center, this grant will extend police services to Downtown and some of the Greenway areas.
The Greensboro Police Department plans to purchase two electric motorcycles for the Center City Resource Team. This grant application requires a 20% "cost share" plus the amount that would be needed to purchase two non-electric motorcycles. The cost share is based on a formula provided by the Grantor that takes into account the cost differences between electrical and non-electrical motorcycles. The City is responsible for paying for the original cost of the non-electric motorcycles, plus 20% of the difference.

BUDGET IMPACT:
The grant project will be funded entirely from NC State Drug Excise Tax Funds and CFAT Grant Funds. $18,868 from the State Tax Funds will leverage an additional $22,682 in CFAT funds.
RECOMMENDATION / ACTION REQUESTED:
City Council approval is requested for this grant application to purchase two electric motorcycles to enhance police equipment and services in the Patrol Bureau's Central Division.
