PURPOSE:
City Council is requested to approve the following contract proposal from Shelco Construction Company to provide construction services to expand the GAC pool deck on the southwest side of the dive well and along a portion of the competition pool on the west side.  Coliseum Department is requesting that City Council approve the proposal made by Shelco Construction Company in the amount of $590,000.00.
 
BACKGROUND:
In less than three years, the GAC has achieved extraordinary success and has established itself as one of, if not, the premier Aquatic Center in the country. The GAC's continuing success to attract and be selected to host prestigious major National Swimming & Diving Meets requires us to implement plans to widen the West Deck in order to accommodate Meets with large numbers of participants and install a permanent Paddock Evacuator Air Quality System located between the Dive Well and the Competition Pool to insure air quality during these large swim meets.   These improvements are being funded by $465,000.00 in future GAC rental revenues from 13 contracted large swim meets combined with a $125,000.00 Facility Improvement grant from Ticket Masters to fund these necessary improvements. This projects needs to be completed by March 1, 2015 before the next scheduled YMCA Nationals.
 
The deck expansion is needed to host large swim meets with well over 800 swimmers on a regular basis. This project will expand the width of the West Deck at the Dive Well by relocating and re-using the existing Glass Storefront exterior and the adjoining exterior sections of CMU block wall at the Southern end of the Competition Pool to increase the Deck space from 13' to 21'. The additional deck space will be used for Diving Judging Risers, Awards Ceremony platforms, expanded Bleacher seating capacity for visiting Swimming Teams, relieve congestion and traffic flow for Swimming Meet Officials & Timers and provide marshalling space for large number of teams participating in large meets such as the City Meet YMCA Nationals, U.S. Eastern Regional's and many other large swim meets. Also included in the cost of this Project is the permanent installation of the Paddock Evacuator Air Quality System located between the Dive Well and the Competition Pool to remove potentially hazardous chloramines to insure and maintain the highest level of GAC air quality. These improvements are needed to insure that the GAC meets contractual requirements related to pool deck space for YMCA, NCAA and other National swim meets.  The "base bid" construction cost associated with this proposal is $483,800.00 and alternate #1 is $93,000.00. The total project cost is $590,000.00 ($576,800 plus a contingency of $13,200.00)
 
The Coliseum Complex and City Engineering staff engaged in a competitive bid process for the renovations of this deck space The M/WBE goals established for this project were MBE 11% and WBE 10%. Shelco Construction provided the winning bid and acceptable alternates in the amount of $576,800.00.
 
 
A breakdown of the scope of work is as follows:

·      Installation of a permanent Paddock Evacuator system at dive well gutter for improvement in air quality.

After review by the M/WBE Office, it was determined that Shelco Construction made reasonable efforts to meet the MBE goal.  Please see attached letter.
 
 
BUDGET IMPACT:
This project is being funded by $465,000.00 of future GAC rental revenues from 13 contracted swim meets and a Ticket Master grant in the amount of $125,000.00. This project will not have an impact to the GAC budget.  Expenses will be paid from 526-7514-01.6013 ($450,000) and 526-7514-01.6059 ($140,000)
