PURPOSE:
The Property Management Section of the Engineering & Inspections Department is proposing the sale of a vacant lot owned by the City of Greensboro located at 1020 Gregory Street, parcel #0005740. It has been determined that there is no municipal need for the property. City Council approval is requested to proceed with the sale of the property to the adjoining owner.
 
BACKGROUND:
Following Council approval on March 20, 2012, this property was purchased by the Water Resources Department as part of a storm-water remediation project. A house on the property was adversely affected by storm water and was removed to allow reconstruction of a creek through the entire lot. The city now owns a permanent drainage easement over this creek. The easement and stream buffers on both sides of the easement restrict any development and use of the lot. The appraised value reflects the encumbrances which make this a non-buildable lot.
 
The City charter section 4.124 (Sale or Exchange of Excess Property) permits the private sale to any adjoining owner. The proposed buyers are Korosh and Christiane Kiandost, and Natascha K. Barnes, who are the owners of the adjoining lot at 920 Hertford Street. All other adjoining owners were notified of the lot's availability for sale. The lot is 9,583 Sq. Ft. (0.21 acre), and it is zoned R-5, single-family residential. Only 6,197 Sq. Ft. (0.14 acre) is not encumbered and the majority of that area is restricted by the stream buffers which expand to 50 feet on each side of the easement area. The appraised value is $600.00. The adjoining owner has agreed to pay the appraised amount.
 
BUDGET IMPACT:
The proceeds from the sale will be deposited into the Water Resource Revenue account 505-0000-00.8616.
 
RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends that City Council approve and authorize this private sale to the adjoining owners for the amount of $600.00.
