PURPOSE:
The bids for Contract 2010-034, Battleground Avenue at Westridge Road Intersection Improvements (U-5306 B), have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Triangle Grading & Paving, Inc. in the amount of $7,698,094.62.
BACKGROUND:
This work consists of all labor, equipment, and materials required for installation of roadway improvements: unclassified excavation, storm drainage, asphalt paving, pavement markings, and erosion control; along with ADA compliant concrete curb cuts and driveways.
The bids were opened on November 15, 2018 and the apparent lowest, responsible bidder is Triangle Grading & Paving, Inc. (Burlington, NC) with a bid of $7,698,094.62.
The DBE utilization goal was 10.0%.
The contractor’s commitment is DBE = 10.0%.

The proposed date for start of construction is February 4, 2019. The proposed date of completion is November 5, 2020.
BUDGET IMPACT:
Funding for this construction contract is budgeted in the following accounts:

$6,850,171 471-4502-23.6014 A17135 (2008 GDOT Bond Funds)
$7,698,095
A budget adjustment is required to move funds into the appropriate account. Staff is currently seeking additional State funding that will be used to reduce the amount of bond funds required for this project.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and GDOT that City Council approve the bid and award Contract 2010-034 - Battleground Avenue at Westridge Road Intersection Improvements (U-5306 B) to Triangle Gading & Paving, Inc. for the bid amount of $7,698,094.62 and approve the associated budget adjustment.
