PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with Arcadis G&M of North Carolina, Inc. to provide design services for the Groometown Road Water Booster Station Improvements project. City Council approval of a contract in the amount of $313,700 is requested.

BACKGROUND:

On November 28, 2018, the Water Resources Department issued a Request for Qualifications (RFQ) for Groometown Road and Airpark Court Booster Station Design Projects.  Seven firms submitted proposals by the January 18, 2018 deadline. The firms who submitted a proposal were Black and Veatch, HDR, Arcadis, Freese & Nichols, Davis-Martin-Powell, and Hazen & Sawyer.  A selection committee evaluated and scored the proposals submitted by each firm, and the proposal submitted by Arcadis G&M of North Carolina, Inc. received the top score for the design of the Groometown Road Water Booster Station Improvements project.

A new booster pump station is needed to support the Groometown Road tank, and help address high water age issues in the vicinity of the tank by allowing water to be drawn directly from the tank and discharged back into the distribution system. The design services team will include Arcadis G&M of North Carolina, Inc, CriTek Engineering Group and JC Waller &Associates, P.C.  CriTek Engineering Group and JC Waller are local MBE firms and their utilization is 14.4% and 2.7% respectively, for a total MWBE utilization of 17.1% of the contract amount.

BUDGET IMPACT:

Funding is budgeted in the Water Resources Capital Improvements Fund account 503-7027-07.5410 in the amount of $313,700.  A budget adjustment is needed to use this account.

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends approval and award of the Design Services contract to Arcadis G&M of North Carolina, Inc. for $313,700 for the Groometown Road Water Booster Station Improvements project and the associated budget adjustment.
