PURPOSE:
As a condition of receiving Fiscal Year 14/15 federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an application (the Annual Action Plan) on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington and Guilford and Alamance counties by May 15, 2014 after City Council approval.
 
BACKGROUND:
Separate City Council approval actions are required for each federal program covered by the Annual Plan.  The activities covered by this resolution are highlighted below.  The Annual Plan application describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated FY 14/15 awards from the following sources:
 
HUD Funding for the City of Greensboro ($3,263,450)
Community Development Block Grant (CDBG): $2,146,926 ($1,986,926: new funds; $160,000: program income)
Emergency Solutions Grant (ESG): funding to assist homeless persons secure permanent housing: $164,178
Housing Opportunities for Persons With AIDS (HOPWA): $316,966
Home Investment Partnership Program (HOME) - The City of Greensboro is the administrative agent for HOME Investment Partnership Program funds for the City of Burlington and Alamance and Guilford counties:
Greensboro:  $980,749 ($804,992 in new funds; $175,757 in program income and reprogrammed funds)  
      Burlington:     $180,222
      Guilford Co.:  $108,133
      Alamance Co.: $108,133
 
Proposed Uses of HUD Funds:
108 Loan Re-payment: $598,715 (mandated obligation - CDBG)
Program Administration: $476,923 ($397,385: CDBG grant; $80,499: HOME grant)
S. Elm St. economic development: $180,000 (CDBG)
Citywide Housing Rehabilitation Program: $300,000 (HOME)
Rental Housing Improvement Program (RHIP): $200,000 (CDBG)
Match for Lead Safe Housing Program: $160,696 (mandated obligation - CDBG)
Homelessness Prevention: $300,308 ($136,130: CDBG; $164,178: ESG)

BUDGET IMPACT:
An estimated $3,263,450 in new federal HUD grant funds and approximately $335,757 in program income earned from prior year grants and in reprogrammed funds will be available to address affordable housing, economic development, and community revitalization needs in Greensboro.
 
 
 
 
 
 
RECOMMENDATION / ACTION REQUESTED:
Request that Council conduct a public hearing to receive comment on the proposed FY 14/15 Annual Plan application and adopt the attached resolutions to authorize submission federal program funding application to HUD.
