PURPOSE:
Following a competitive bid process, the Parks and Recreation Department has selected Mike Belangia, d.b.a. Triad Tennis Management (TTM), to continue filling the responsibilities of the City's Tennis Director Agreement. Under the agreement, TTM is responsible for developing and leading a wide variety of tennis programs for all ages and providing staff to manage and operate the City's tennis facilities (Latham Park, Memorial, Simkins Indoor Tennis Center, and Spencer Love Tennis Center). In exchange for the right to provide said services, TTM is to pay a lease fee to the City of $65,000 per year and will make a one-time $175,000 investment into an improvement project at Spencer Love Tennis Center.
BACKGROUND:
For a number of years, the City has contracted out its tennis services in an effort to ensure that high quality specialized tennis programming and facility operations are provided in a cost effective manner. Historically, the City has received a lease fee from its tennis contractor while retaining its responsibility for the maintenance and upkeep of the facilities. As the current tennis director agreement was set for expiration, the City developed a competitive bid process in September of 2013 which allowed respondents to include proposals for investment in the City's tennis court facility infrastructure in addition to standard lease fees.
The bid process for the proposed Tennis Director's Agreement was handled in accordance with the Centralized Contracts Division's guidelines for a Request for Proposals (RFP) process. Two qualified agencies submitted responses to the RFP. The evaluation process for the agreement considered and objectively scored respective proposals' in terms of level of service, qualifications, experience, quality, financial benefit to the City, and diversity of programming offered by the contractor.
Following a thorough review of the proposals submitted, TTM was selected to fill the responsibilities noted within the Tennis Director Agreement. TTM has been the City's contracted tennis provider since 1993, and has demonstrated a strong commitment to the City's goals through the following methods:
· Providing a variety of tennis programs for residents
· Reducing financial barriers by providing over $80,000 in financial aid to junior players
· Implementing tournaments and events that have regional and statewide draw, resulting in economic impact
If Council wishes to approve the contract, a Memorandum Of Understanding (MOU) will be established between the City and TTM to govern the design and construction of the improvement project.
BUDGET IMPACT:
Acceptance of this agreement requires TTM to provide $65,000 in tennis court lease fees annually to the City for a ten (10) year period. In addition, TTM will provide a one-time capital investment of $175,000 to the City as a condition of the agreement, and through available 2008 Parks and Recreation Bonds, the City will match the $175,000 toward an overall $350,000 capital investment at Spencer Love Tennis Center.
RECOMMENDATION / ACTION REQUESTED:
Due to the amount of the capital investment provided to the City ($175,000) and the total value of the contract ($825,000), and the history of service from the current contractor, the Parks and Recreation Department respectfully requests that the proposed Tennis Director Agreement be accepted by a vote of the Council.
