PURPOSE:
The Property Management Section of the Engineering & Inspection Department is in the process of selling a portion of City owned property (easements) to Colonial Pipeline Company for the relocation of gas lines. The portion of the property that Colonial Pipeline is purchasing from the City consists of easements for new gas lines. City Council approval is requested for the sale of easements on this City owned property.
BACKGROUND:
NCDOT is in the process of constructing the Western Section of the Outer Loop. The current gas lines fall within the construction area of the Western Section of the Outer Loop. These gas lines must be moved in order for construction of the Outer Loop to continue. Colonial Pipeline currently has a gas line within the construction limits of that project. A portion of City owned property located at 3513 Camden Falls Circle is required for Colonial Pipeline to relocate their current gas lines. This acquisition consists of two permanent utility easements containing 14,177 Sq. Ft. (0.331 acres), and a temporary construction easement containing 26,392 Sq. Ft. (0.61 acres). Colonial Pipeline will need to relocate the current gas lines to allow the Outer Loop construction to continue. The City's Water Resources Department has reviewed Colonial's planned use of the property and has approved the easements. There is no municipal need for the property impacted by the easements.
The property is located at 3513 Camden Falls Circle, parcel #0082200. It was acquired by the City by dedication from the development of the adjacent subdivision. The easements to be acquired by Colonial were appraised by Ann L. Graham of McNairy & Associates, LLC and the value given for these easements is $9,000.00. Property Management reviewed the appraisal and has determined that this offer is in line with the current values for this area and the offer should be accepted.
The property located at 3513 Camden Falls Circle is zoned R-3.
BUDGET IMPACT:
The proceeds from this sale will be deposited in the General Fund account: 101-0000-00.8616, (Sale of Real Estate).
RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends that City Council approve and authorize this sale of easements on City owned property, located at 3513 Camden Falls Circle, to Colonial Pipeline at the appraised amount of $9,000.00.
