PURPOSE:
Water Resources is requesting a contract change order to the Lake Brandt Pump Station Upgrade Contract 2012-002 to upgrade water quality instrumentation and address site soil conditions, structural support column modifications, wet well issues, and modifications to the raw water intake structure.  In order for the additional work to proceed, approval for a contract change order is requested.
 
BACKGROUND:
Contract 2012-002 was approved by City Council on June 4, 2013. The contract was awarded to Blakley Construction Services, LLC in the amount of $2,979,000.00.  The contract called for upgrading Lake Brandt's raw water pump station facility. It includes furnishing and installing three vertical turbine raw water pumps, three variable frequency drives, associated piping and valves, painting, windows and doors, floor covering, structural concrete work, monorail crane and hoist system, electrical switch gear, motor control center and associated demolition.
 
Water Resources has identified additional work due to changes in project scope and unforeseen site conditions that are required in order to fully support the designed upgrades and improvements at the facility. Specific tasks include upgrading the water quality turbidity instrument, removal of contaminated soils, addition of steel plates to the corner building columns, repairing corroded support columns, preparing the wet well for new coating application, raw water intake chamber improvements to include installation of a new sluice gate outside the wet well, installation of an emergency diesel generator fuel day tank and partially replenishing the contingency allowance in the event additional changes are warranted. This additional work will add $306,373.54 to contract 2012-002.
 
The contractor's total M/WBE utilization commitment for this contract was 33.3%.  An additional 13.5% of the contract change order amount will be committed to M/WBE's.
 
BUDGET IMPACT:
Funds in the amount of $306,373.54 for this construction contract extension are available in Water Resources Capital Improvement Fund capital account: 515-7021-01.6019.  A budget adjustment is needed to use this account.
 
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends and requests that City Council approve Contract 2012-002 Change Order #1 in the amount of $306,373.54, and the associated budget adjustment.
