PURPOSE:
The bids for Contract 2014-019 (General Stormwater Improvements) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Yates Construction Company, Inc. in the amount of $1,285,636.74.
BACKGROUND:
This work consists of stormwater (structure) upgrades of existing piping at three (3) locations across the City of Greensboro. This project is part of the Water Resources Department's maintenance program, which plans for annual stormwater improvement contracts. The bids for this contract were opened on Feb. 12, 2015 and the apparent lowest, responsible bidder is Yates Construction Company, Inc. (Greensboro, NC) with a bid of $1,285,636.74.
The M/WBE utilization goal was MBE 10% and WBE 5%. The contractor's commitment is MBE 3.16% and WBE 8.32%.
A good faith investigation and review were made, and it was determined that the contractor did make a good faith effort to comply with the MWBE policy. No other bids were received after going through additional advertisement and two bid opening procedures.
The proposed date for start of construction is April 20, 2015. The proposed date of completion is December 16, 2015.
BUDGET IMPACT:
Funds for this construction contract are budgeted in Stormwater Capital Improvements fund account 506-7014-01.6018 A15042. A budget adjustment is needed to use this account.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2014-019 (General Stormwater Improvements) to Yates Construction Co., Inc. for the bid amount of $1,285,636.74, and the associated budget adjustment.
