PURPOSE:
The Parks and Recreation Department has been awarded an "Out of School Time Programs" project grant from the National Recreation and Park Association (NRPA). This grant does not require matching funds. This will support the inclusion of healthy nutrition and enrichment activities in the department's 2014 summer camp and after school programs.  To accept this grant, a budget ordinance is requested for approval from Greensboro City Council in accordance with current City fiscal procedures.  The budget ordinance requested is $26,200, which reflects the amount of grant funding which the City will receive directly from the funder.   
 
BACKGROUND:
Consistent with the City's commitment to addressing food insecurity, the funding from this grant will enable the City's eleven (11) community recreation centers to increase the number of healthy meals that children in low-income communities receive. This grant will also provide an opportunity to implement evidence-based nutrition literacy to programs for children, establish nutrition / physical activity standards and increase opportunities for physical activity. In addition, in-kind materials valued at $10,000 are provided through the grant to implement the OrganWise Guys program. This program is designed to inspire individuals to take charge of their health by assuming personal responsibility for their choices.  This grant will be used to reach over 2,000 children across the city.
 
Included in the grant is direct funding of $25,000, to be provided to the City; $10,000 worth of program supplies provided in-kind; and a $1,200 travel stipend for staff to attend training in May.  Projected program expenses include seasonal staff, contracted services, program supplies and equipment, and rental of equipment.
 
BUDGET IMPACT:
This requested action will have no negative impact on the City of Greensboro's budget. Without the grant funds, the programs will not take place.
 
RECOMMENDATION / ACTION REQUESTED:
It is recommended that City Council adopt the attached budget ordinance establishing funding in the amount of $26,200 from the National Recreation and Park Association for the "Out of School Time Programs" project
