PURPOSE:
The Governor’s Crime Commission (GCC) Crime Victims' Services Committee has awarded the Greensboro Police Department a two-year federal grant totaling $250,000 for the Greensboro Child Response Initiative (CRI) Program. Annually, the federal award is $100,000 and requires a 25% match of $25,000, making the grant award total $125,000 per year. The GPD will provide the match with in-kind and cash contributions. In accordance with current City fiscal procedures to accept this grant, City Council approval is required.
BACKGROUND:
The Governor's Crime Commission oversees the administration of annual federal block grant programs benefiting North Carolina's criminal justice and juvenile justice systems. The GCC designates specific committees to determine the most effective methods of equitably distributing these funds across the State. The mission of the Crime Victims' Services Committee is to advocate for victims by promoting the development of effective programs that improve the response of human service professionals and the criminal justice system to crime victims.
The Greensboro Child Response Initiative focuses on providing specialized mental health advocacy services to improve response to children who witness or experience violence in order to minimize the traumatic impact of violent crime among children. Primary activities include: (1) direct, specialized mental health advocacy services for child victims; (2) enhanced coordination of victim response across multiple victim-serving agencies; and (3) monthly advocacy/outreach activities to identify child victims in all police districts. The program has been active for eight years.
The grant funds will be used for personnel, training and office supplies for general day to day activities, program records maintenance and promotional materials. The grant cycle is active from July 1, 2015 through June 30, 2017.
BUDGET IMPACT:
This is a reimbursable grant; requiring a match. The funds will be housed in grant account #220-3567-01 for year 1 and 220-3567-02 for year 2. Expense reimbursement requests will be processed monthly and dispersed to the grant partners upon receipt of funds by the City of Greensboro from the Governor's Crime Commission.
RECOMMENDATION / ACTION REQUESTED:
It is requested that City Council adopt the attached budget ordinance for the appropriation of grant funds from Governor’s Crime Commission Grant FY 2015-17 for the Child Response Initiative in the amount of $250,000.
