PURPOSE:

Greensboro Downtown Parks Incorporated (GDPI) has requested assistance from the City in the form of a donated truck to use in park maintenance and general operations. North Carolina General Statutes § 160A-280 authorizes a city to donate personal property to a nonprofit organization following the governing board declaring the property to be donated as surplus and giving its approval for the donation. GDPI is a 501 (c) (3) nonprofit corporation and has confirmed that the truck will be used for the public purpose of park maintenance and general operations.  Furthermore, GDPI confirmed that the conveyance of this property is conditioned on the continued use for a public purpose and the conveyance includes reversion to the City of Greensboro in the event that GDPI ceases to use the property for a public purpose.

 

BACKGROUND:

GDPI is a public-private partnership between the City of Greensboro, Center City Park and LeBauer Park. The mission of GDPI is to serve as the executive management of Greensboro’s downtown parks, focusing public activation, maintenance, financial well-being and overall vitality. GDPI contacted the City of Greensboro for assistance by donating a surplus truck for the purpose of park maintenance and general operations. The Equipment Services Division has identified a 2008 Ford F-150 4x2 truck, equipment #1765, VIN-1FTRX12WX8FB10511 that meets the needs of the GDPI. The truck has in excess of 126,000 miles, meets the requirements for replacement and would normally be sold at the next public auction. Pursuant to NC General Statutes § 160A-280 the Greensboro City Council posted a public meeting notice regarding this donation on or before August 1, 2017.

 

BUDGET IMPACT:

The estimated value of the donated truck is $6,000 based sales of similar surplus equipment.

 

RECOMMENDATION / ACTION REQUESTED:

The Financial and Administrative Services Department - Equipment Services Division request Council to declare equipment #1765 surplus and approve the donation of equipment #1765 to Greensboro Downtown Parks Incorporated.
