PURPOSE: The purpose of this agenda item is to reauthorize a Participatory Budgeting Steering Committee for the calendar year 2017 PB process.
BACKGROUND:
The City of Greensboro completed its first Participatory Budgeting Cycle in FY15-16, with 26 community chosen projects. The terms of the initial 18-member Steering Committee have expired. A community-based Steering Committee is necessary to establish a handbook containing the rules and procedures to govern the Participatory Budgeting process. Cycle 2 of PB will launch in calendar year 2017, with project recommendations for the FY 2018-19 budget year.
The composition of the Steering Committee will be an 18-member board in which each City Council member is requested to appoint two representatives. Term limits will be established as one year for continuing members and a single two-year term for new members. The Steering Committee should reflect Greensboro’s diversity and represent key community stakeholders.
Responsibilities of Steering Committee Members include:
• Participation in monthly Steering Committee meetings, including the rulebook workshop;
• Attending at least one PB event/meeting during each stage of the PB process;
• Serving as a liaison to district-based budget delegate committees;
• Deciding on key questions that arise during the process; and
• Promoting PB using protocol agreed upon by the Steering Committee.
Residents will be encouraged to submit their name for inclusion on the committee prior to December 30. Council is requested to appoint the Steering committee at their January 17, 2017 Council meeting.

City Council is requested to consider adopting the attached resolution reauthorizing the creation of a Steering Committee for the Participatory Budgeting process.
