PURPOSE: This Resolution authorizes the City to enter into a contract with the Piedmont Authority for Regional Transportation (PART) for the transfer and operation of the City of Greensboro's Career Express transit service. Authorization for this contract requires City Council approval.
BACKGROUND:
The Federal Transit Administration (FTA) awarded $564,025 under the Job Access and Reverse Commute (JARC) Program to the City of Greensboro. The JARC funds can be used to improve access to employment and employment related activities for people with lower incomes, including reverse commute services. The GDOT-Public Transportation Division and Piedmont Authority for Regional Transportation (PART) will use these funds to support operating expenses.
The Greensboro MPO and Transportation Advisory Committee awarded funding in the amount of $64,025 to the Greensboro Transit Authority to support the eligible operating expenses of the Career Express Service from July 1, 2014 through August 31, 2014. PART was awarded funding in the amount of $500,000 to support eligible operating expenses to assume, operate, and manage the City's Career Express Transit Service beginning September 1, 2014 through August 31, 2016. City Council approved a budget ordinance for both projects on October 24, 2014.
At the November 20, 2014 meeting, the GTA approved recommending a resolution to city council to enter into a contract with PART for the transfer and operation of the City's Career Express Transit Service. The GTA Board approved the transfer of the service to PART at their June 24, 2014 meeting.
BUDGET IMPACT:
Piedmont Area for Regional Transportation (PART) was awarded JARC funding in the amount of $500,000 ($250,000 per year for FY 2015 and FY 2016) to support operating expenses associated with assuming operations of the Career Express Transit Service. This grant requires a local match from PART of an equal amount ($250,000 per year for a total of $500,000 in PART in-kind services).

RECOMMENDATION / ACTION REQUESTED:
The Department of Transportation recommends and requests that City Council approve the attached Resolution authorizing the City to enter into a contract with the Piedmont Authority for Regional Transportation (PART) for the transfer and operation of the City of Greensboro's Career Express transit service.
