PURPOSE:

The Human Resources Department is responsible for overseeing the City’s Workers Compensation Program. The city’s Compensation Program is self-insured and has utilizes the services of a Third Party Administrator for nearly twenty years. 

 

BACKGROUND:

At the request of the Human Resources Department, the Centralized Contracting Division conducted an on-line competitive Request for Proposals (RFP) for a Workers Compensation Third Party Administrator through the Greensboro Electronic Procurement System (GEPS) in Event #8707.  Contacts were solicited through the GEPS system and an outreach email to available certified M/WBE firms from the Greensboro M/WBE Plan’s 10-county area, inviting them to respond to the RFP. A total of four businesses submitted responsive proposals to the RFP with none of them being M/WBE firms from the Greensboro ten-county region. The M/WBE memo is attached.

 

In accordance with the M/WBE Program Plan, the submitted proposals were reviewed by an evaluation panel. The Centralized Contracting Division concur with the Human Resources Department in their recommendation for the award of this contract.  The recommended firm, PMA Management Corp with offices located in Blue Bell, PA, was selected following an evaluation of criteria identified in the RFP and based on the best value standard of award. The firm plans to use a Greensboro WBE for sub-contracting opportunities on this project.

 

BUDGET IMPACT:

The initial contract period will be from October 1, 2017 through June 30, 2020 with an optional renewal for two additional years. The estimated annual value for the contract is $99,500 with a total estimated contract value of $298,500 with a total estimated five year contract value of $497,500.  Funds for the current fiscal year are available in the current budget.  Future fiscal year appropriations are subject to City Council approval in the annual budget.

 

RECOMMENDATION / ACTION REQUESTED:

Council is requested to adopt the attached Resolution Authorizing Contract # 2017-10564 with Third Party Administrator for the City’s Worker’s Compensation Program
