PURPOSE: Follow up to College Commission Resolution (Dec. 17. 2013)
 
BACKGROUND: Council formally recognized the need to establish a College Commission to provide insight to the City on how best to attract and retain students in the community post graduation, in the form of a resolution on December 17, 2013. Furthermore, Council also recognized the formation of this commission, under the leadership of Parks and Recreation, would be an effective method to further engage students, promote civic involvement and serve as a policy making and advisory board.
 
Upon the unanimous passing of the resolution, staff developed a leadership team consisting of faculty representatives from all seven (7) of the colleges and universities. Over the past few months this leadership team has developed the structure and expanded the vision to form a commission comprising of fourteen (14) students from seven (7) institutions of higher learning and developed a foundation of five (5) core goals:
1.      Develop and share ideas that enhance a safe, vibrant and engaging community.
2.      Elevate the quality of off-campus experiences through programming and events.
3.      Connect students and recent alumni to the community's workforce through internships, practicum, job and volunteer opportunities.
4.      Enhance opportunities of economic impact through cross-campus collaboration.
5.      Serve as the final connective / succession piece between similar public and private groups and programs. Such as the department's Greensboro Youth Council, City Academy, the Parks and Recreation Commission, Action Greensboro's synerG and the Greensboro Partnership's Co//ab.
 
In regard to commission membership, each college and university will utilize a standard College Commission application, question form and membership information sheet (attached) that was created by the leadership team. Each institution, upon receiving this information, will then screen and vet to ensure minimum standards are met. Once this screening has occurred, staff proposes to Council that each institution be allowed to select two applicants to best represent them on the College Commission.
 
Staffs goal is to conduct the first College Commission meeting in January and per the resolution, establish the rules, bylaws and begin to further define roles and goals.

RECOMMENDATION / ACTION REQUESTED: Staff respectfully requests that Council approve the membership screening and appointment processes.
